It doesn't have to be a resistor, but that is probably the most simple way to do it. LED light bulbs have circuitry integrated into them that overcomes all these problems. Old-fashioned incandescent light bulbs (including halogen bulbs) are different. The part that lights up is made from a thin tungsten wire that glows when it gets hot.
If you experience hyper flashing when using a turn signal then you would need to use a load resistor on the turn signal circuit. You would just need one per affected circuit. The brake lights, running lights, and backup lights do not need load resistors like # DI34ZR the vast majority of the time. Just the turn signals.
